ROW Planner

FULL-TIME | REMOTE

POSITION DESCRIPTION

Monument is seeking an experienced Planner to support large-scale infrastructure and transportation projects. The Planner will play a key role in evaluating property impacts, preparing cost estimates, and coordinating acquisition and relocation planning efforts. This position requires strong technical knowledge of real estate, property rights, and GIS, as well as the ability to collaborate effectively with design teams, appraisers, and relocation specialists.

Key Responsibilities
QUALIFICATIONS

Collect, analyze, and compile technical, statistical, and related information pertaining to planning and zoning research.
Conduct impact analysis to evaluate project effects on existing uses and property ownership.
Prepare preliminary and detailed real estate cost studies to support capital cost estimates, including acquisition, relocation, severance damages, and business goodwill.
Collaborate with design teams through workshops and review meetings to understand project features, minimize impacts, and refine project footprints.
Perform property ownership research, assess existing rights, and evaluate planned uses within affected corridors.
Manage or coordinate with appraisers and relocation specialists to develop accurate acquisition and relocation cost estimates.
Research and analyze real estate markets to estimate costs for the acquisition of vacant land, improved properties, and commercial uses.
Prepares diagrams, maps, charts, and other graphic exhibits to accompany staff reports and technical studies
Prepare relocation estimates for displaced businesses and residents, including potential loss of goodwill or severance damages.
Summarize methodologies, assumptions, and results in professional cost analysis abstracts and technical reports.
Support acquisition phases, including overseeing teams of agents and appraisers in acquiring necessary rights and relocating affected occupants.

Bachelor’s degree in Urban Planning, Real Estate, Civil Engineering, Geography, or related field (Master’s preferred).
Minimum of 5-7 years of progressive experience in planning, acquisition, or cost estimating.
Strong knowledge of property rights, relocation assistance, and appraisal processes.
Proficiency in GIS and other analytical tools used for planning and cost analysis.
Experience in Auto CAD is desired but not required.
Excellent written and verbal communication skills, with the ability to prepare detailed reports and present findings.
Proven ability to work collaboratively with multidisciplinary teams and stakeholders.

Key Responsibilities
QUALIFICATIONS

Accounting & Financial Operations

Manage full-cycle Accounts Payable and support Accounts Receivable processes
Apply customer payments and maintain accurate cash application records
Prepare and post journal entries under supervision
Perform reconciliations including bank accounts, credit cards, vendor statements, and general ledger accounts
Maintain accurate financial records, supporting schedules, and documentation
Assist with month-end and year-end close processes

Ensure compliance with accounting standards, company policies, and internal controls

Required Experience & Education

Monument is seeking a detail-oriented Project Accountant to support our Project Managers by ensuring accurate financial tracking, forecasting, invoicing, contract and subconsultant processing, and reporting across multiple active projects. This role requires a strong understanding of project finances, legal contract language, billing structures, and revenue and cost analysis. The ideal candidate is a critical thinker who proactively asks questions, identifies issues early, and takes ownership of financial accuracy.

QUALIFICATIONS

Shape and maintain project billing structures that align seamlessly with contract commitments and organizational standards.
Monitor project budgets, expenditures, and revenue-to-cost performance to ensure financial accuracy and alignment with project objectives.
Build insightful financial projections and deliver forward-looking monthly and quarterly forecasts that guide strategic decision-making.
Translate legal contract language into clear financial requirements, applying a strong understanding of legal terminology to protect project and company interests. Draft and finalize prime and subconsultant agreements and manage task orders.

Craft comprehensive financial reports that equip leadership with the visibility needed to steer projects with confidence.

Relocation Specialist

Monument is seeking Relocation Specialists in the greater Fresno, Modesto, Sacramento, San Jose, and Bay Area areas to support transportation and water project efforts. Agents will be responsible for performing relocation services in compliance with the Uniform Relocation Act for owners, tenants, and businesses who are being displaced by new projects.

Key Responsibilities
QUALIFICATIONS

Residential and Business Relocation Services

Responsible for delivering high-quality relocation assistance services to a diverse clientele.
Responsible for successfully relocating residential tenants (owner and tenant occupants), commercial businesses, farms, and non-profit organizations, dependent on project scope.
Interviews displacees to establish relocation needs and special requirements.
Provides clear explanations of relocation program, benefits, and processes; prepares and distributes required notices.
Provides ongoing advisory assistance to minimize hardship for the displacees.
Calculates and determines eligibility for benefits; prepares claim forms; processes payments through the displacing entity.
Conducts property searches for replacement housing or business sites; coordinates the moving process.

Possess sound business acumen and exceptional client skills.
Possess flexibility, tact, and excellent interpersonal skills.
Excellent oral and written communication.
Must be organized, motivated, self-reliant, and work with minimal direction.

POSITION DESCRIPTION

Monument is seeking Right-of-Way Agents in Modesto, Sacramento, and San Jose, California, to support pipeline, electric transmission, water/wastewater, and renewable project efforts. Agents will be responsible for performing limited aspects of right-of-way and real estate-related activities, assisting in negotiating favorable terms to various land and right-of-way-related agreements, permits, and other documents necessary for the construction, operation, and maintenance of facilities secured on behalf of the company’s client.

Key Responsibilities
QUALIFICATIONS

Identifies land ownership from public records.
Under general supervision, research, review, and analyze land titles of lesser complexity. Seeks to identify defects.
Under general supervision, negotiates the acquisition of right-of-way, easements, and other property interests of lesser complexity, on behalf of the company’s client.
Under general supervision, reviews, prepares, analyzes, and interprets all Land and Right-of-Way related agreements, deeds, easements, leases, permits, and licenses.
Maintains up-to-date records of contact attempts and parcel-related data in the company database.
Responsible for negotiating, administering, managing, and protecting clients’ real property rights, including third-party uses on the client’s owned land and property activities on the client’s easements.
Ensure compliance with the client’s land policies and jurisdictional requirements in connection with licensing, consents, grant-outs, encroachments, and major transmission line relocations.
Review and analyze property rights, resolve land issues with customers, and address billing/invoicing with internal and external clients.
Prepare various real estate agreements, including permits, consents, licenses, cost estimates, liability matrices, and quitclaims.
Perform site inspections and evaluations.
Travel to various site locations frequently using a personal vehicle.
Attends team meetings as necessary.
Other duties as assigned.
